New Standards for Electronic Invoicing: Spain’s HAC/1177/2024 Order


The Spanish Government’s new Ministerial Order HAC/1177/2024 establishes technical, functional, and content standards for electronic invoicing systems, aligning closely with Royal Decree 1007/2023 (SIF/VERI*FACTU). This Order, nearly identical to its draft submitted to the European Commission, sets out the following requirements:


  • Security and Integrity: Each invoice record must be hashed to ensure data integrity, digitally signed with qualified electronic certificates, and significant events logged for traceability.

  • Data Management: Invoice records must be securely stored and linked chronologically.

  • Compliance and Certification: Systems must use standardized formats and meet certification requirements.


These regulations apply to small and medium businesses with annual revenue under €6 million, with a compliance deadline set for July 1, 2025, though a delay is possible.

This regulation improves the reliability and transparency of electronic invoicing, ensuring tax compliance and enhancing data management for businesses. Standardization and certification strengthen data security, facilitating regulatory alignment.
