The Smart Invoice System is a transformative initiative by the Zambia Revenue Authority (ZRA) aimed at enhancing revenue integrity and optimizing service delivery within the country's tax administration.


The Smart Invoice system has been developed through a south-south cooperation between the Zambian Government and the Government of the Republic of Rwanda.


The electronic invoicing system (B2B e-invoicing), officially launched by Finance and National Planning Minister, Situmbeko Musokotwane, on March 19, 2024, became mandatory starting July 1, 2024.


To facilitate a smooth transition, the ZRA has granted a grace period until September 30, 2024, for VAT-registered taxpayers to integrate into the Smart Invoice System. During this period, penalties for non-compliance will be deferred, allowing businesses to adapt to the new requirements without immediate financial repercussions.
